
Vice President of Operations James Tsui is a senior project finance professional with over 20 years of experience in infrastructure development, engineering and finance.
As Development Manager at National Power Co., Mr. Tsui successfully negotiated with a government-owned electricity distribution company the sale of power from a 120 MW independent power project in Australia. In addition, he negotiated with Puerto Rico Electric Power Authority for the sale of output from a 170 MW power plant, structured a partnership agreement with a refinery host for an integrated refinery upgrade, and developed all analytical models for this $500 million project.
Previously, Mr. Tsui was the Project Development Manager at Deutsche Babcock Energie (DBE), where he successfully negotiated with the local Indian company during the development of a $200 million independent power project in Tamil Nadu, India for which DBE was the turn-key contractor. Mr. Tsui began his career at Bechtel Power Corp. where he developed and coordinated cost studies for construction of a multi-billion dollar nuclear power plant for Philadelphia Electric Co.
